Relaunch of the Family Reception Campaign
24/11/2025
On 20 November, the anniversary of the Declaration of the Rights of the Child (1959) and the adoption of the Convention on the Rights of the Child by the United Nations General Assembly (1989), the conference “All Together for Children’s Rights” was held at the Calouste Gulbenkian Foundation, where the National #All TogetherFamily Welcome Campaign was relaunched, coordinated by the Secretary of State for Social Action and Inclusion and promoted by the entities managing the family care system – Casa Pia de Lisboa, Instituto da Segurança Social and Santa Casa da Misericórdia de Lisboa – and also joined by the Instituto da Segurança Social dos Açores and the Instituto da Segurança Social da Madeira.
According to the Convention on the Rights of the Child, a child who is temporarily or permanently deprived of his or her family environment has the right to alternative protection, which may include foster care, adoption or, if necessary, placement in a foster home, and in accordance with the Portuguese legal framework, whenever a foster care measure is applied by a Commission for the Protection of Children and Youth or by a Court, priority must be given to foster care.
Guaranteeing the right of all children to grow up in a family that provides them with a harmonious, safe and affective development is a mission that calls on the whole society, and in particular in family care, involving the State, the Private Institutions of Social Solidarity (IPSS) that, through cooperation agreements with Social Security, assume the capture, selection, training and technical and financial support to the host families, the media, the companies, the public figures that disseminate this cause, and of course the families that open the doors of their home and their heart to these children.
This information and awareness-raising campaign on family care will be present in the media, social networks, public transport, ATMs, calling for the participation of society in the construction of a robust and supportive family care network that allows the support of children in need of a safe and structured family environment.
