The process of updating the information included in the Social Charter is set out in the Order of the Ministry of Labour, Solidarity and Social Security (MTSSS), and powers are conferred on the Strategy and Planning Office (GEP) of the MTSSS and the Social Security Institute (ISS, IP). The updating process also counts on the collaboration of Santa Casa da Misericórdia de Lisboa (SCML), Casa Pia de Lisboa (CPL, IP) and the entities that develop social responses within the scope of the Network of Services and Equipment.
In 2026, as part of the organisational and functional reform of the State Administration, the Strategy and Planning Office (GEP) of the Ministry of Labour, Solidarity and Social Security (MTSSS) was restructured by Regulatory Decree No º 1/2026 of 21 January, renamed the Directorate-General for Coordination and Planning (DGCP). In this context, the powers relating to the Social Charter were transferred to the Directorate-General for Solidarity and Social Security (DGSSS), created by Decree-Law No º 81/2026 of 6 April, following the restructuring of the previous Directorate-General for Social Security. Ministerial Implementing Order No º 286/2026/1 of 3 July 2006 formalised the integration of these competences into the structure of the DGSSS.
