Considering the need to increase both the number of places and the number of rooms in Pre-school Education establishments, contributing to the expansion of public offer and solidarity network in pre-school education, enabling access to education for thousands of children and considering that the Commitment for Cooperation for the Social and Solidarity Sector, relating to the 2025/2026 Biennium, which emphasizes the need for effective collaboration between the State and the IPSS, investing in the expansion of the offer of pre-school education throughout the national territory, aiming at increasing educational coverage and improving the quality of apprenticeships, was approved the Ministerial Implementing Order No 185-B/2025/1, of 14 April. This Ordinance regulates the financial support to be granted to IPSS for the opening of new pre-school education rooms.

Thus, the administrative procedure is open for the allocation of financial support by the State to Private Institutions of Social Solidarity (IPSS), or legally equivalent, with a tripartite cooperation agreement for the response "Establishment of Pre-School Education" in force, with a view to the installation of new rooms for Pre-School Education.
