Bearing in mind the importance of public policies to combat the phenomena of poverty and social exclusion, promoting equal access for citizens to social support services and institutions, and considering that temporary accommodation responses for homeless people are crucial because they offer security, dignity and meet basic needs, being the basis for physical and psychological recovery, enabling the development of skills and reintegrating them socially, transforming invisibility and vulnerability into autonomy, a fundamental and universally recognised human right.
In this context, Order No 15430-A/2025, Diário da República, Supplement 2nd Series, No 248 of 26 December 2025, opens a phase for the submission of applications to PARES 3.0, with the main objective of supporting investment projects/works to requalify and improve equipment for homeless people, namely Temporary Accommodation Centres.
In this way, applications are eligible for the social response Temporary Accommodation Centre, a social response developed in equipment, which aims at the reception, for a limited period of time, of people in a situation of need or vulnerability, such as homeless people, with a view to referral to the most appropriate response.
Compliance with the specific conditions relating to the organisation, installation and operation of the Temporary Accommodation Centre, in accordance with the functional response support programme, is a condition for eligibility and access to PARES 3.0.
