whereas the Convention on the Rights of Persons with Disabilities states that it is the responsibility of States Parties to promote the availability and use of new technologies, including information and communication technologies, mobility aids, devices and assistive technologies, suitable for persons with disabilities, giving priority to affordable technologies;

whereas Law No 38/2004 of 18 August 2004 laying down the general bases of the legal framework for the prevention, qualification, rehabilitation and participation of persons with disabilities provides that the State is responsible for providing, adapting, maintaining or renewing appropriate means of compensation with a view to greater autonomy and proper integration;

whereas Decree-Law No 93/2009 of 16 April 2009, as amended, established the Support Product Allocation System (SAPA), which can be used by all persons with disabilities and persons with temporary disabilities;

whereas Order No 192/2014 of 26 September 2014 created the SAPA Registration Database (BDR-SAPA);

whereas funding for support products prescribed by health centres and specialised centres designated by the Instituto da Segurança Social, I.P. (ISS, I.P.) needs to be increased in 2024 in order to significantly reduce delays in responding to applicants for support products;

The amount of funds earmarked for the financing of the support products should be fixed.

Accordingly, and pursuant to Article 11(2) of Decree-Law No 93/2009 of 16 April 2009, as amended, this Order determines the amounts to be affected.
