A Ordinance No. º 296/2026/1 of 13 July, amends Ordinance No. º 70/2021 of 26 March, reinforcing the intervention model of the Centre for Activities and Empowerment for Inclusion (CACI), in line with the principles of the United Nations Convention on the Rights of Persons with Disabilities. The legislative review consolidates a person-centred approach, promoting autonomy, self-determination, active participation and social inclusion through tailored responses to the needs, interests and life projects of each person with disabilities.
Among the main changes are the extension of the scope of intervention of the CACI, the strengthening of the articulation with the community and with education, training and employment entities, the valorization of the Individual Inclusion Plan (PII) as a central instrument of planning and monitoring, the reinforcement of human resources and the training of teams, as well as the introduction of the possibility of temporary reception to support the rest of the informal caregiver. Mechanisms to support decision-making, ensure free and informed consent and assess the quality of the social response are further strengthened, guiding the functioning of the CACIs towards a more flexible, qualified intervention focused on promoting the quality of life and inclusion of persons with disabilities.
