PEOPLE 2030 opens applications for Supervised Autonomy funding

The new Notice PEOPLE-2026-9, aims to support supervised autonomy projects by strengthening responses aimed at young people who are, or have been, covered by promotion and protection measures. The initiative aims to foster sustained empowerment pathways, promoting social inclusion and facilitating the integration of these young people into the community.
The funding is intended for the establishment of technical teams responsible for the individualised follow-up of young people, through a proximity and mentoring approach. For up to 24 months, these teams will support the development of key competences for independent living, contributing to the construction of independent living projects. This is in line with the objectives of the Child Guarantee Action Plan 2022-2030 and the Single Strategy for the Rights of Children and Youth, strengthening deinstitutionalisation policies.
The operations financed may cover various areas of intervention, including education and training, professional integration, access to housing, health, financial management, personal skills development and strengthening social relations. Diagnostic actions, preparation and follow-up of individual intervention plans, technical supervision of teams and preparation of the transition to independent living are also foreseen, in conjunction with the competent services and community entities.
Private Social Solidarity Institutions (IPSS) and equivalent entities that have agreements or protocols of cooperation with the Social Security Institute, I.P. (ISS) in the answers of Residential Reception, Supervised Autonomy or CAFAP, as well as other entities that develop answers of Supervised Autonomy and accompany young people under the promotion and protection measures provided for in the legislation in force, may apply. The Institute of Social Security, I.P. performs the functions of the Intermediate Body of PEOPLE 2030 in the management of this support.
The notice applies to operations to be carried out in the North, Centre and Alentejo regions. Applications take place between 3 August and 2 October 2026 and must be submitted through the Funds Desk.
With a co-financing rate of 85% by the European Social Fund Plus (ESF+), this measure reaffirms the commitment of PEOPLE 2030 to promoting social inclusion, equal opportunities and access to quality services, supporting responses that enable young people to acquire the skills needed for a safe and successful transition to adulthood.
