A Law No º 31/2026 of 14 July 2012, strengthens the social response of personal assistance for people with disabilities, based on the Independent Living Support Model (MAVI). The measure provides for the extension of territorial coverage through the conclusion of new cooperation agreements and the strengthening of the capacity of the Centres for the Support of Independent Living (CAVI), including a 30% increase in the response in the first year of implementation and the valorisation of the hourly value of personal assistance, contributing to better remuneration conditions for personal assistants.

The law also establishes the gratuitousness of the service, eliminating the family contribution and the condition of resources for access to personal assistance. It also provides for the possibility of financing from Community funds, taking effect with the entry into force of the State Budget Law following its publication.
