National Survey - Informal Caregivers in Portugal

EAPN Portugal, in partnership with the Instituto da Segurança Social, I.P., has launched a questionnaire aimed at informal caregivers, with and without recognised status, with the aim of deepening knowledge about the challenges, difficulties and potential of the Informal Caregiver Status.
In 2025, six Participatory Forums were held in Viseu, Faro, Guarda, Setúbal, Portalegre and Braga, involving 108 informal caregivers. These moments made it possible to identify:
Potentials: specialised technical follow-up, formal recognition of the role of the caregiver and access to specific support measures;
Constraints: insufficient financial support, excessive bureaucracy, lack of information and limitations in support measures;
A cross-cutting concern: many carers consider that ‘little’ or ‘nothing’ has changed with the recognition of the Staff Regulations, reinforcing the need to improve and simplify existing measures.
The new questionnaire aims to give voice to a wider number of caregivers, contributing to identify difficulties in the recognition of the Statute, in access to support and in the articulation with Social Security and Health, as well as to collect contributions for the improvement of public policies in this area.
